Consideration of a warning for the time sheet / consolidation process.
The system should cross check the consolidation time of the instance with the completion of the time sheets. If the time sheets have not been fully completed a set time prior to consolidation (this could be a fixed time or set by the agency), a warining should appear on screen. This should provide the agency with sufficient time to push back consolidation should that be required.
